Q. Why is Chicago sales tax 10.25%?

Chicago layers four jurisdictions on top of each other: 6.25% Illinois state + 1.75% Cook County (HHST) + 1.25% city of Chicago + 1.00% Regional Transportation Authority (RTA) surcharge. The total of 10.25% applies to most general retail purchases inside city limits. Restaurant meals add another 0.50% for the Metropolitan Pier and Exposition Authority, reaching 10.75%.

Q. Is grocery food taxed in Illinois?

Illinois historically charged a reduced 1% state rate on qualifying groceries and prescription drugs. Public Act 103-0781 eliminated the 1% state grocery tax effective January 1, 2026, but the law also lets municipalities adopt their own local 1% grocery tax β€” so a Chicago grocery receipt may still show 1%, while a small downstate town with no local levy is now 0%.
